President, to analyse briefly these three problems. First of all, any task of planning demands highly qualified personnel with broad experience to carry it out. It is not merely a question of establishing simple organizational plans for one or several libraries, but rather to determine the direction, development and extension of library services on a national or regional level in close liaison with the development plans of a nation or a region. This is a subject about which very limited experience exists, and we have found only a few people, not always well qualified, to carry out expert missions of this kind.
2) The Regional Centre for Training African Librarians at Dakar set up by UNESCO and the Government of Senegal under a five-year agreement, held its third training course from November 1965 to June 1966. The school is now directed by a Senegalese librarian. The mission of the technical adviser provided by UNESCO came to an end in June 1966 and the formal assistance of UNESCO to the Centre will come to an end at the expiration of agreement in December 1966. It is expected that the Centre will be fully integrated into the University of Dakar.
