Apart from general principles such as open negotiations on problems, freedom of the seas, equality of trading conditions, disarmament ‘to the lowest levels consistent with national safety’ and ‘impartial’ adjustment of colonial claims, the Fourteen Points had called, amongst other things, for the evacuation and restoration of Belgium (Point VI); the evacuation of all Russian territory (Point VII); the restoration to France of Alsace-Lorraine (Point VIII); a ‘readjustment of the frontiers of Italy … along clearly recognisable lines of nationality’ (Point IX); that the peoples of Austria-Hungary … should be accorded the freest 39 A.
